Hi,
If I understand correctly you will need an automated solution for filling PDF templates with data from an Excel file. I have done a few similar tools to automate the creation of invoices, quotes, customer letters etc.
I think it would be easier (and cheaper as no third party tools are required) if the templates would be Word files. The script could fill those Word templates with data and then it could also save them as PDF.
Do you think that could work for you?
