I can provide an Excellent Solution and an amazing site. I am a US English speaking developer that Always Delivers. It could be done in wordpress although I would not recomend it. I would use a custom admin written in php without all the bells and whisles that just arnt needed and make a bloated system. My Proposal: 1. Initial milestone posted of 33% 2. Create an Amazing frontend to your specifications from your design psd's and submit for your approval. 3. Make any adjustments or modifications that may be needed for design. 4. after approval of design release initial milestone and post 2nd milestone of 33%. 5. Create all php/html/css pages for site. 6. Create very simple easy to use admin area and users system with your requirements listed. 7. Create Db structure. 8. Submit for approval and make any needed changes or tweaks. 9. After approval release 2nd milestone and post final milestone of 33% 10. Deliver all source files and install on server/host. 11. Release final milestone.
