Customize Interspire Email Software

I don't need Interspire Software. I already have it installed. I simply need you to customize the copy I already have. I need the ability to throttle my emails sent on a per broadcast basis. I want to determine how many emails are sent per hour and it will evenly send out the emails throughout the hour and continue mailing for as many hours as it takes. For example. If I send a broadcast to 100,000 email subscribers and I chose 20,000 emails per hour it will evenly send out the emails over 5 hours. It's also important it evenly sends out the emails over an entire hour and not all at once. For example. If I chose 5000 email per hour I don't want 5000 emails to be sent all at once and then wait for an hour and send out 5000 all at once again. It needs to evenly send out the 5000 over the entire hour and continue doing so until the entire broadcast is finished. I also need the ability to turn this feature off in case I want to send out an email without throttling.
