graphics for mmo war strategy mobile game

I am in the need for a graphic designer for a mobile war strategy game that is going be beginning its development here soon. I need someone with an idea of what is being created so they have an understanding of what I'm looking for. I would like to do this project in milestones. here Is a list of items I need currently. there might be more or I am missing something so be patient with me the theme of the game is post apocalyptic like mad max type opening splash screen google/iTunes store icon game gui and icons main game graphics like buildings and as the building level up they change in appearance also the building needs 3 aspects ( normal, smoking for defense won and fire for defense lost) your main city/camp in the outer map view troop images when training. vehicles for when attacking. images / tiles for your in city view main world view map tiles there are many more but this gives you an idea of the types of graphics I need. I will try to answer any questions you may have about this project.
