What you need is a vector file not PDF. PDF is raster (bitmap). Vectors have no resolution they're scalable. I can redraw this in vectors right now. Ps. I do manual vectorization, not autotracing which sucks.

I'm taking a look at the psd now. You're only at 19 inches wide and 89 dpi. What I can do it re-create the image in Illustrator. It looks like the font is CalifornianFB Reg. If you have the font, that would be great. Or else I'll have to find it. The Illustrator file is vector format. You can scale vector as large or as small as you want and will never lose quality. If you have the exact size, I'l also save it as a PSD, along with other raster formats.
