It would make sense to have a web application as these documents are business docs (an assumption) and you would like to have a look at them whenever you need and hence a web application on cloud. I have a great experience in HTML, css, javascript, Php, the technologies required to build such a thing. Also, I have worked on generating pdf's and excel and Word files that you need. I have worked extensively on Pdf generation. The Effort required will obviously be great, but I can automate a lot of stuff and hence reduce the time as well.
