Promote website - pictures community

Hello, We are looking for a public relations expert skilled in english to promote our pictures community website where people can share the coolest pics from the web. Your goal will be to get at least 100 new members and having at least one picture shared. We have preference for a person who is already member of photo sharing websites and has lots of connections on social networks, like facebook, pinterest or twitter. Out budget is 30USD. Thanks
