I don't think even google can give you guarantee if you pay $1000 to them. The person can only try to remove penalty. if you don't pay for the hard work then it's useless for them also to work on this website. it's your mistake that you have hired freelancer who was just thinking about money and didn't care about your website. So, why people will work free of cost for the mistake they haven't made.
