Search Engine Optimization (SEO) - Increasing Site Serp by Link building & SEO

We are in the on-line automotive part business and are looking to hire out for a link building campaign. Looking to increase our targeted-market web presense. Our baseline goal is to place on the first page of (5-6 search terms) SERPs, #10 or better. We want: The creation of reputable and relevant backlinks in the PR4+ links. All of which would have to be unmistakably related to our target market. We do not want: - Any Foreign links (U.S. links only) - "Pay to maintain" links - Links must be permanent and guaranteed as such. - No link re-directs - No farm links whatsoever - No directory links - No blacklisted sites, porn sites, spam sites, auto-generated content sites, duplicate sites, morally objectionable sites, ethically questionable sites or any other sites that deviate from 'Industry standard best practices and techniques' We don't want any instances of black-hat techniques. We are looking for someone that utilizes Google's best practices recommendations (this includes using relevant anchor texts on active sites). Daily reports would be an expectation and would need to provide the following information: - url and page title where banklink is placed - PR of said URL - Anchor text used - Date of link submission/placement - Date of when link was published - the specific text used around backlink We are looking to work with someone who is dedicated and willing to do long term work. We are aware that SEO campaigns are time based, so we are allowing this campaign to take as long as 6 months. This project will be milestone based as long as you can show improvement on SERP listings. We will review all serious inquiries.
