Interactive Map Application for smart device - crossplatform

We have undertaken a project to map all polling stations in Ghana toward this 2012 presidential and parliamentary elections. All the necessary geographical data and GPS coordinate points for the polling centers have been collected and worked on using ArcGIS 9.2. The maps for this project are already composed and saved in .mxd format. In our quest to make the data accessible to all interested persons, we are looking for someone who can develop an application to make the composed maps and their attribute information viewable on smart devices. The app should support Android, iOS, Blackberry, Symbian and Java. The objective of this project is to remotely provide a comprehensive knowledge of electoral information and voting dynamics in all polling centers in Ghana to people within and outside the country The application should be interactive such that users can perform basic digital map operations like , search location (polling center or constituency in this case), zoom ( to reveal underlying layers), pan, distance calculation and more. The application will automatically update the attribute information for the various polling stations, particularly on release of provisional results after voting is conducted. The update in question will be released through a centralised system managed by a team using a data entry application. The update shall then be broadcasted to all devices with the map application installed via GSM or other feasible channels that support live feed through internet. The map data which will be ran by the application shall be uploaded to the smart devices and should be easy to run from removable storage medium. You shall however advice the format to prepare this data for the users. The data entry application development to support the update is also included in this project as a responsibility. A sound background in GIS is a prerequisite for winning this project. And persons with experience in similar projects are encouraged to bid.
