We are a nonprofit organization and we are looking to build a policy that guides and govern departments when they in need of consultation services. This document shall contain (not limited to): - criteria that should be met when choosing a consultant. - Hourly rates that should not be exceeded. - Based on what we determine the consultant hourly rate? (ex. is it education, experience, ....etc?) - we need "a mathematical way or something (that would leave the biased opinion aside) to weight each candidate -we should have price classes and grades for the importance of the consultation subject - we should have a method to weight each consultant - in the end, we should be able to decide easily which consultant we would proceed with (ex. put weight for education, experience, the importance of the subject...) Note: prices should reflect Saudi Arabia's market
