Depending upon which sql server version you are using. Azure use latest version so try using that version and restore bacpac file. Also there are some content that Sql server wont understand thatswhy it give errors when restoring bacpac. Thanks

Been working with Bacpacs for about 5 years and I am a SQL DBA. Depending on how you want the data it should be about 3 days, unless you want something more complex then just the data like multiple exports then I will need a little longer.
