Android App for website with P2P video

I have a website at [login to view URL] We need a Android app to be build for this website. Rest part is very basic but we have one important point. ie. p2p video chat. The layout would include both videos (self and subscribed) on the same page and this page also need to have some very dynamic ajax content. Basically it's a kind of video game and in this players ask questions and switch roles. We need to keep mute both the players unless it's their turn to answer. So appropriates hooks should be there. The application must work on all major phones and android version. I hope Gingerbird should be the start and upto latest version. I would prefer that this app is developed using PhoneGap so that we can easily reuse the code. But it's not a restriction. We need the application to be developed on very fast. And if you some data from website server than we can help you with API for that. app should have facebook, google and twitter authentication too. If you have anything to discuss you are welcome.
