build a sqlight db on windows server for download and using on android app for selects

for a bigger project, we look for a guy who can solve us one problem. we need 50.000 rows in an android app sqlight database. our experience is, that when downloading the file to android then open it read linebyline and insert row by row to the sqlight db it tooks to much time about 10 minutes i think... so the idea is, to download a sqlight db directly which can be used on the app.
