POC Website having university categorized on a map, users account and ability to create an university point

Hello I need someone confident with google map geolocalisation. Website/mobile app need to be responsive What would you use as language ? database ? and layer for map and geolocalisation ? Do you have sample of website that you did ? Users will have different type, -user for consulting and creating their own mapping. (adding from existing map to their specific point) -user as admin who add and maintain point on main public map (universities) They can, rate, comment on main point on the map. An admin page is necessary to add categories (for university), questions asked to universities... We need to filter visibility of universities on the map by categories : Math/Letter/...History and different logo on the map. We already have a data model.
