RESTful Service for Existing DB Resource

We are working on improving an existing vehicle reservation system, made up of a number of Java, Scala and Ruby services. We are looking for ongoing developer relationships to build or improve existing components. This project is to build a new restful API for an existing MySQL database. The API will comprise of one resource with create and update actions. We will supply complete OpenAPI (Swagger) documentation for both create and update actions, which can be used of for verification. We will provide schema and sample data for existing MySQL database. Prefer Java and Dropwizard with Maven or Gradle for dependencies. We will consider proposals for Python, JS or Ruby. We expect to receive all source code required for ongoing deploys. All dependencies should be publicly available and available for use in commercial applications. We expect code to be unit tested for maintainability where sensible. All creates and updates should be persisted in existing MySQL databases. All creates and updates should also be published to an Amazon SNS topic. - Creates should generate a message that contains the entire created resource. - Updates should generate a message that contains the resource id, and changed elements (both previous and update values) only. We prefer an ongoing relationship for future support and features on this project. As a new project, source can be delivered in any way preferred. Once the initial code is delivered to use, code will be maintained in a git repository for any ongoing work or improvements.
