Quik Cart, programming chage

I have the latest version of quik cart installed. We are looking for a programmer to add a weight field for each product. This way each item has a weight attribute. Then the cart needs to total the weight for each order so the order has a total weight. Then we need the carts courier item to be edited to have 10 different possiblities. For each courier/zip code range needs to have a value for 1 pound, 2 pounds and so on up to 10 pounds. The cart then needs to look at the orders total, and if it is 4 pounds then look at the couries price for 4 poiunds and charge that for shipping. We have a programmer workign o nthis already but is now MIA. This is already 4 weeks late due to the last programmer and we are looking to gain a long term relationship with a progrmmer as we have projects like this at least once a week. This needs to be done in less then 3 days
