Emails could be sent via your legitimate email account and until majority of your clients tag you as spam it will not be considered as spam. Sending them one by one or all at once depend on your mail server. Developing a nice user interface and with backed up by email sending functionality requires almost a day so 8 hours. UI will look like a standard email client and be capable of asking for your email address and password (or store it in a secure manner) for mail server authentication and also updating target email addresses each time a new mail sent to the group.

Simple app which you will have a email send form (subject/message) (message either rich text or simple text), with checkboxe-list to choose where to send the mails, options to send them one by one or to all, will use SQLIte for your database (no need for database server) I have more tha 10year exp - can do it in a week (7 x 8hrs/day)
