Create a Joomla Template for a directory website

I would like to create a directory website for my citythat will include multiple things in it; will include a directory, location (for companies in the city), tourist section, organized trips, website will be able to have advertisements & get money out of it, online payments, paypal/visa integrated, live chat, a community blog, buy/sell section (where people will be able to post something they want to sell and others can purchase it), questions/answers section, and some small things that might come up later. This website will kind of be the connecting link between people interested in my city, and the city itself. I would like to help by making lives of locals/newcomers easier by having everything they need to know on this website. I chose to have it in Joomla because it is from what a lot of people tell me really good and maintainable. Although if you have another hosting site we could use I am open to recommendations. The site will be simple, organized, informative, and fits all ages. If the websites ends up exceeding my expectation, I will be giving a bonus of 50USD. Pictures and names will be given to the freelancer who will be chosen. Good luck!
