Auto FXP+Torrent Creator / Uploader

In need of a fully automated FXP / FTP downloader & Torrent Creator /Uploader script written for a site. Needs to trigger when a release has been announced in MIRC via a line such as <@DiDiPrE> [PRE] X264 File name This will then start the download to a system via FTP. Once checked for errors and passed it then needs to create a .torrent file of the download and post it automaticaly to the Tracker's upload page or other methods direct to database if easyer. There is no need for it to redownload said file to seed as the RSS feed within Utorrent can do this unless you can code Utorrent to also get the modified .torrent from the tracker also. Needs to be coded using MIRC or such like for the irc announce Utorrent is a 100% must as all servers are to be windows based Windows OS only
