Design and Build database

Design and build top class database that can do all the functions of the uploaded Jan 13th file which is based on excel workbook, maybe a normalized database (to have data in their right place i.e. Database Layer) and dashboard which can directly tell you what you search into your files. Thus void highlighting and put important values / information to your dashboard. Calculations could be done in Programming (i.e. Logical Layer), and provide detailed as well as dashboard based output i.e. Presentation Layer) the app could be desktop or web based but most importantly needs to be very quick, robust, precise, update able and user friendly so I would be able to add extra columns, functions etc. with a bit of guidance and at a later date would want to collect the data by scrapping or mining instead of csv Automate as much as poss. of the data collection which is mainly through 4 x daily csv, with racing post copy and paste, may be using crons to schedule Maybe the analysis / output will be html calculated on php and javascript from the mysql database, but whatever is best for project I will be guided by worker, it will be loosely based on the jan13th file I have uploaded, I think if you build something that will do everything I have on that sheet, it is a good point from which to start Prior to bidding please furnish me with a very detailed description of how the database would be done and appearance, to show me that you have read and fully understood the details of the project Progress: - The job is required to be completed within 28 days. Please only apply if you have time to work on it daily. I will be available daily to answer any questions and explain anything via skype etc - I expect regular updates on project progress; if you cannot provide regular updates through email and constant communication don't bother bidding. -YOU MUST be able to complete work within time limits you stated. Payments: - No upfront milestone will be provided. 1. 25% as soon as you complete the project and prove it to be fully functional. 2. Next 50% when you deliver the software/script to me, with full working visible source code and related data files, help me install it (I am good at this) on a minimum of 5 domain names for the scripts to run concurrently using a reasonably low amount of CPU (server load) on my server and prove it to be fully functional. 3. Remaining 25% after 7 days when I have tested the software and finds it to be fully functional as per requirement and bug free.
