Embed image(s) into single html file

I need to embed one or two images into the attached html file so that I only ONE html file that can be distributed. No other files or images and no links to web images either! The images are not too large. One is a signature image and is to be inserted at the end of the left hadn frame content. Another is a small logo inserted at the top ot bottomn of the page outside the css frames. The file contains javascript an active CSS so that is not a problem. One the web there are approaches that? achieve this in IE as a mshtmland in Mozilla/firefox as a data url - in both base64 encoded image data is used - some of these use PHP. All we can use is htnl, css and javascript. I need ideally one approach/one htmnl resultant file that can be read by IE (essential) and mozilla/firefox (ideally). The file is generated by a visual basic app so can be customised to output the required html. I need to know what html to output to achieve these.
