392683 event website

I am trying to make a web site were members can come post there events for free but to have them featured they would have to pay. members ship can go many different ways. doesnt matter if its by the event but preffer a monthly membership. needs to work with 2checkout and paypal. Needs to have mapping, featured type stuff. kinda like the site eventful as close as i can get it to that. please let me know how much and how long it would take. if there was a script already out there i would of bought it but have not found a script yet to meet my needs. thank you
