collect email addresses in area via internet

I need a list of email addresses and normal addresses of b&b's, hotels cafes bistros fish&chip shops. fast food take away pizza places old peoples homes hospitals etc mined from the internet in the Torquay Torbay paignton brixham any place that cooks and uses cooking oil The purpose is too send out a newsletter informing them of a new oil dump for their waste oil in torquay Preferably via email however not every place will have a email so newsletter may have to be via normal post so will need both addresses and a way to keep them apart as no good sending letter by email and post, email will be main interest i then need a standard email sent to the mailing list without it being picked up as spam and a way to print normal addresses out on labels to stick on letters via post service for those that cannot be reached via email , the message will contain information to them of a new oil recycling incentive this week. Max addresses envisaged 4000 but more the merrier If successful will do it again and expand the area covered, the whole aim is to inform as many cooking oil users of these new facilities as possible by whatever is fastest and successful means possible
