Raffle Site

I want a complete Raffle system/ website built with an admin and member interface. 1. Raffle allows users (members only) to buy a Raffle Ticket (as many as they want. Raffle Ticket prices can be dictated by admin. 2. Raffle can be automatically adjusted by time/ payout dictated by number of Raffle participants (total amount of money in Raffle. 3. Admin sets payout based on percentage of Raffle ticket dollars and initial Raffle ticket price. (Example: Raffle Admin selects price of ticket and then decides what the payout percentage is for that game/ raffle. The payout is automatically computed based on total tickets purchased. So if the admin picks 80% payout, the 20% goes to the admin after the payout is made. 4. Payouts must be done on an automated sytem with PayPal. Admin controlled. StormPay option would be a nice addition. 5. Script should be built with TPL interface for page modification for admin. So logo and other page changes are easy. 6. Members should be able to login and see raffle status and winnings. 7. Home page needs to have blocks for admin informaiton, plus a graphical display of ongoing and most recent raffles. Amount of tickets purchased, payouts, potential payouts, etc. 8. Members required to give name, address, PayPal account. 9. Inclusion of a two-tier referral system would make this the ultimate raffle script. Winning this bid with this included will receive $50 bonus.
