CPA (cost per action) Facebook

Hi developers, I am looking for the right, smart and quick developer who can create for me a Facebook ad based on CPA (Click Per Action). What I want is: 1. A Facebook Ad 2. Ad should lead to page A on my website or other website 3. After completing steps on page A it will lead to Page B 4. When visitor is on Page B the proces is handled and thus an Action is made. 5.
