Fusion Chart template edit

Winning applicant will have extensive knowledge of Fusion Charts, MYSQL, and ability to recreate similar file. [login to view URL] is what I need recreated into html. I need a few things edited and have noted them on the attached file. This must be coded with the Fusion Chart version 3.2 framework to allow for viewing on iphone and ipad. The project will require a mysql database with about 6 variables and a xml file to run the Javascript charts. I have source code of the existing project and a pic of what I need completed. I will pay no more than $250 for this project. I also will NOT pay you upfront in full. don't even ask. I have been screwed by doing this in the past.
