PHP site to store, view and manipulate PDF files

We need a web interface built in PHP that will allow a user to work with PDF files stored in a document repository on a Linux CENTOS server. We need someone who will BOTH DESIGN AND BUILD THE PROGRAMMING LOGIC for the website. DESIGNER and PROGRAMMER. In this website, users should be able to: 1) Search for and view PDF files in the browser (search by wildcards, filenames, dates, etc) 2) Securely upload (both single files and batch) PDF files or other file types that will be converted to PDF 3) Merge PDF files. 4) Download one or more PDF files to be able to burn to disk. 5) Have appropriate ACL. Admin users should be able to control whether users can view/update/delete files. Each file will include a key in the filename that can be used for indexing and searching. Files will need to be zipped and encrypted when stored. Coder must have thorough knowledge of PHP5/6 and Mysql in case a database is needed for indexing. Also a thorough knowledge of open-source PDF manipulation tools. Interface should be built in HTML5/JQuery and have a nice design to make searching and display of documents elegant and efficient. If cannot work this way, please do not bid. 5) If awarded the project, you must deliver a 100% complete and working site as per the specifications. 6) We will set up milestones, but there will be no upfront payments.
