JOOMLA OR WORDPRESS TEMPLATE WHIT CONTROL PANEL

Hi there, I have my last request and I hope that finally I can explain what EXACLY want. I need to develop a standard template in Word Press or Joomla or what is best with its own control panel to manage each of the portals of our network, I need a standard template for the portals, each portal image will be different in aspect or how they will look but they going to be ? equal operation and how to manage the information. I've seen that already sell pre-designed templates very good fall but different to what we need in distribution sections where you can buy seven templates for $ 50 USD, or so and you can modify them, or buy one by one for $19.99 but they have no our distribution or needs a good examples that you can see in [[login to view URL]][1]? or [[login to view URL]][2] but as I told you we can use some part of that templates but not all. ?
