To my undestanding, you have a Zipcodes and street database, which I believe is already relationed, this database will be used to compare an address and validate if that address exists. That's the main API purpose. After that you want a portal that will allow the user to upload files, CSV or Excel ones(We still need to talk about the address positions/cells locations) The uploaded file will then be parsed and each address contained inside will be validaded, if the address was not found then let's say the first three suggestions will be added to there for further modification of the user? I don't understand very well this part, please explain. Finally, the file will be auto-downloaded as an XML(SOAP)? The usage conditions will be restricted by a user API-KEY and each request will be logged. If Python-Flask is an option then I can do this for you in a week.
