Create a Webservice in PHP With MYSQL

I need replace the logic of a current Webservice that I have. I need help with the next tasks: 1) Upload a CSV to MySQL Table. 2) Create a Webservice with the information of the MYSQL table that previously was uploaded. 3) Create the validations that I have in my old Webservice: - The Input is different of the data into the MYSQL table. - The content of the input don't match with the MYSQL table. - Another Validations (All of the input data).
