MySQL and recurring event templates -- 2

Hi, My name is Richard and I am from New Zealand. My understanding is that you need a way to store and retrieve schedules from MySQL. You need a structure and way to express schedules, and an efficient method for retrieving matched events when given a date range. The skills required lists PHP but the description doesn't say much about PHP, so I will assume the scope of work is: 1. table design, 2. recurrence expression structure, and 3. MySQL query/function for matching events within a period. For the sake of scoping, let's say that this will need to return results within 5 seconds for 10,000 recurrence definitions in the table, given a date range covering not more than 32 days.
