Partial Cash On Delivery Module - Repost - open to bidding

Hello, We need an experienced Magento developer with a proven track record in creating custom Magento modules. The module should be 100% upgrade proof and should not in any circumstances interfere with the other modules already on the site. The module needs to be coded strictly in the lines of best Magento coding practices. The idea behind the module is: In our country (India) 65 - 70 % of the transactions are done on COD (Cash On Delivery) but the major problem which has been noticed by the e-commerce companies is: COD returns. Wherein the customer claims he or she did not order the product or he or she was just trying to test the COD functionality this is a huge problem for the industry with 30 to 40% returns on an average. Now here's our idea. We basically want to have an extension developed which would alter COD and make it PCOD ( Partial Cash on Delivery ) wherein the system would automatically calculate 5% of the entire order amount and ask the customer to pay that amount by using a payment gateway (we have 2) or by Cheque / Demand Draft / Bank Transfer this amount would basically serve as a non-refundable security deposit. The remaining 95% of the order amount could be payed for with COD.
