Online Email Marketing Platform

I am looking to purchase a fully-functioning email marketing platform that is capable of being branded and run multiple client email accounts. If you are going to build from scratch, you must use Python. If already built, it must have API capability to link into a mysql db that would trigger email messages and look for outside lists. Please see sites like Constant Contact, MyEmma, CakeMail, etc for examples of how the system should operate. You should have built in automatic credit card process/account management that ties to [login to view URL] / Cybercash with recurring billing.
