I am looking for a developer to build AI chatbot

I need a chatbot developer who can develop analytics based on data collected. I am looking to interact more with the tenants. There are 4 things I need the chatbot to do: 1. Onboard tenants 2. Survey tenants 3. Collect data about tenants 4. Direct tenants to DIRECTLY the stars page on the business google page so the tenant can post a review instantly. There must an analytics portal that can capture and evaluate the data. Which is the best and cost effective analytics tool out there that integrate with the chatbot? I need also ability to integrate with API of the property to get numbers move ins and move outs so we can keep the customer base life and we know when to trigger the chat bot. Chat bot has to be text message based whatsapp. UI must still be great. Thanks
