Connect Particle Photon to custom IOS App

Hello, I have made a small timer (image below) that light up LED's when you spin a rotary encoder and starts counting down when you flip a switch. I created and coded this using the Particle Photon with Arduino (code will be shared once you apply). I need someone to create an app and can do the following with the Particle Photon: 1. Connect the Particle Photon to the IOS app through wi-fi 2. Receive and Send data from Particle Photon to IOS with previous wi-fi setup 3. Edit specific parts of the Particle Photon device, such as LED color from the IOS app. This will require expertise with Swift coding and Arduino, coco pods may be necessary to connect the photon to the App. I need this done by April.
