Webpage layout and graphic design ( illustrations / cartoon graphics)

Would like someone to: 1- design and layout 5-6 static html web pages based on our content and our current theme. This include a web 2.0 layout and about 12 graphic illustrations that need to be created / found with a similar theme for all. Would like graphics that are colored illustrations and cartoon-like similar to these images on the websites below. The images are fairy simple.
