Auction/Classified Type Website

Looking to have built a website that will allows a registered user to post a listing looking for a specific product, specifying both the price they would like to pay and the quantity of the product they seek. Once posted, this listing should allow other users who wish to purchase the same product to join the listing, specifying the price they seek, as well as the quantity they would like to purchase. The listing would be searchable by suppliers who then can make offers to supply the desired product at a given price and quantity. All the consumers attached to a listing can then accept or decline the suppliers offers. Offers are accepted when the following occur: - Offer is accepted by at least one consumer - Quantity of Accepting User(s) is equal to or greater than the Minimum Amount For Sale defined in offer (Supplier has option to sell a minimum amount of the product to guarantee the offered price or to have no minimum set and have the price available to anyone who accepts the offer Once an offer is accepted the attached consumers and suppliers are bound to purchase the product and will be given an option for payment through the website (Credit Card Checkout) or from a list of other options. Following the completion of the transaction, users will be able to leave a comment about their experience. Attached is a more detailed description of the project. Ideally I seek a very basic version of the site listed above in order to better work out the sale process and to build upon in the future. Graphical components of the website would be at a minimum.
