Insert OnMouseOver on Comparison Table

I have a comparison table which shows various offers. I need someone to produce html/css to handle mouseover - so when someones mouse is on an offer it will highlight that row with a particular colour. I have about 10 different offers (10 rows) which need mouseover enabled. It must work in all browsers I don't want you to change the original source code. I will specify colour and upload the site to a different server for you to test and when done I will pay via Paypal. You must be fluent in English (no broken English), available on Google Chat and be an expert in html/css. I'm looking for a cheap price for a simple job therefore those from India and other cheap places are encouraged to bid. Simple job = cheap price. When you bid make sure you PM me with your specific experience of mouseover using html/css. Those with general PMs or no PMS - those bids will be ignored.
