Taxi Dispatch software/ dispatch to android/apple devices

I will be opening a taxi car service in NYC and we are looking for a professional / company with experience in GPS to create taxi dispatch software. The Customer should be able to book a taxi as follows: Through our website, via sms, via mobile app for android, iphone, iPad, Phone call to the base The car request thru app or thru text should pop up on the dispatchers screen on a windows pc at the car service. The dispatcher should then dispatch the call to his drivers either to their apple iPhone, apple iPad, or android tablets or phones. Whichever drivers accept the call, the system should run their location thru google maps to determine which is closer to the customer and let him know he got the call. Every driver must have their own user name and password and software should keep track of history of jobs. The software should reply a message via sms or via app to the customer that their car is on the way along with the details of the drivers car and information and his location. The system should allow the driver to input stops and multiple runs along the same call. DISPATCH CENTER INTERFACE Dispatch centre interface should be a web based application with login and Password with 3 level users (operator, supervisor, admin) with different authorizations. Can see cars with google maps in live tracking ( API) The dispatch center Should have input fields to post an order, (name, address, phone Number. Calculate Mileage based on pick up & drop off points & work our real time mileage & cost). Routing to display on the screen as well. Should be able to popup caller history from past orders ( Read incoming caller data from our PBX) & pop up a order history form on Booking Agent's Screen. as well should have a map of the city and on the map should show location of the cabs. The system will send the customers mobile an sms, after dispatching, the plate no of the car and saying it’s on the way. When arrived, the cab driver will push a buton that he arrived at the customer and the system will send an sms to the customer that the car arrived. We are a small business starting out. We can deal with someone who is willing to start us off with the basics for a more economical price and then later build on to the system. The drivers also use two way radios in their cars and key in to the car service with an ANI decoder. If anyone has any knowledge of how this works and can integrate this into the software that is a major plus as well.
