Go or No Go website system

Information I would like to have an easy customable and user- (and admin-) friendly website. The website has the purpose of adding pdf documents so people can review them and can give their approval of say that they don’t approve. The main page has to have a small introduction and a login area or when they are not registered, they have to register and I can accept or deny the person with my administrator account. The people that have registered have to buy credits. When they have purchased credits, they can start a Go or No Go project. A project has a title, subtitle/phase, and one or several pdf files. When people start a project, they have to add several people (customable by me, for example 10 persons). The people the account-holder adds, have to have first name, surname and email address. The invited people have to receive a unique link by mail to access the project page. When the are on the project page. People can open the pdf document(s) (for example, left in miniature to click on, and right the big version to see the document and give comments on the pdf, sizes up to ISO-A0) and can accept the documents without any remarks or can add remarks on the pdf and approve with remarks, of cannot approve the document. The people have to give their remarks on the pdf and all invited people incl. project starter have to be able to read the comments. (make the comment in example how freelancer can give comments on a design) When all people have approved the document, the project-starter / initiator has to be able to download a report with all remarks, document names, and proof of approval. Then it’s a “GO” for the project starter to go to the next phase of their project, if there is any. The project starter has to fill out a reaction date so people have to react before that date. After that, the link doesn’t work anymore for the invited people and the project starter can only download the result, like described before. This will cost 1 credit. The project starter can decide if he wants to keep the project in his account or delete it (manually) after finalizing the project. As a administrator I can set the credits for the registered accounts. If you have any questions, please ask so it will be clear to everyone.
