Configure mod_rewrte on Apache/Tomcat/Railo/Windows

I need help with configuring Apache HTTPD's mod_rewrite (.htaccess) to work with our Tomcat/RAILO environment. Windows server on AWS EC2. As an example, we want to accomplish the following: Scenario before config: myurl/[login to view URL] After config: myurl/news/add We have this solution working fine on a different server, but it's running just Apache and CF Server. On our other environment, URL rewrite is configured via .htaccess files. We need it to work on the Tomcat/Apache/Railo environment as Railo works with Tomcat, but we need to add Apache to it so we can use mod_rewrite.
