GPS Panic Button - for security purpose

Hi, I work as one of the security team members for a Non-Profit that helps rescue women from sex trafficking. I'm a software Developer as my day job, and recently created an IoT wifi button for sending text alerts, and had the thought of being able to create a Cellular button to send a text with GPS coordinates as a safety measure. What I am looking for is something that is discrete, or something that is small enough to fit inside a lipstick bottle, or something that wouldnt be confiscated if a pimp kidnapped one of the women. I am not looking for something that is always on. I want the device to be in deep sleep mode so that it couldnt be found with a bug sniffer, unless the button was pressed. And then it activate, pull gps coords, send text to a group message between non-profit board, and security team. My knowledge of electrical engineering is minimal, I knew enough to build an ESP32 wifi button with a li-po rechargable battery, from following videos, for what I needed, but when it comes to cellular and researching there I am at a loss, and hoping for some help. I am currently in the proof of concept (proto-typing) phase, so that I can present a workable design to the board to get them to agree to implementing these for security purposes. Which means I'm working on my own budget. All that to say I dont have massive amounts of funds, and hoping someone would be willing to help me move this forward for cheaper then I can imagine it should cost. I had one person quote me $300 to just create a PCB schema. I dont think thats unreasonable, but I dont have that kind of money. I can spend $50 to get the needed research and schematics combined done at this time. So if theres anyone out there who is willing to help for that amount I figured worst I could do is ask and no one be willing. Thanks, Matt
