Hydraulic Draw Bridge (small 1 car to be built in Thailand)

I need an electrical engineering expert who has some experience in micro-hydro designs & operations. I need is someone who can write and research and write a short report. Designing and drawing / calculating a simple draw bridge consisting of a steel tilt platform 5m span and an assembly to hold 2 Hydraulic pistons to open and close the draw bridge. Step 1. Concept with concept sketches USD 250 Step 2. Shop Drawings of each component & Strcutural Calciulations US 1000 Cool little project, and its fun to come and see it on site at a great beach resort in Thailand, when its built.
