Hello, I'll gladly help you with this project. I have experience in implementing credentials provider for windows XP/2003 and Windows Vista+(These OS systems employ completely different authentication system, therefore two implementations were required) Could you please describe the job in more detail? Basically Credential Providers is not intended to limit user to a single webpage, their job is to add new ways of authentication e.g. biometric, access cards etc. If I got you correctly, you can implement desired functionality by wrapping your page in simple Windows Store application and loading it in kiosk mode.
