I have a new Centos 6.3 server and after transferring a website, the website became very slow. Similar installation on a different server works as it should, but I want the website on this particular server. The website has a script that works in Ioncube, it fetches an external webpage and writes it to the internal database. There are Apache and Nginx installed. Please let me know if you can help. I need to do the job as soon as possible.

Most probable reason is just that your new server is slower than your old one. So there are no miracles, website on a slower server will run slower. This is explanation that fits your initial budget. If this is not a case, then I can help you investigate your performance issues, however it isn't possible in your initial budget range.
