Looking Linux server administrator to fix or setup my small server

Looking Linux server administrator to fix my VPS running centoOs 7, initially my server is working very fine after but i kept getting FTP error "too many connection from this ip address", so i decided to reinstall my OS but since then i always get "500 Internal server error", service "Dovecot IMAP/POP3 Server failed" and new added website doesn't work properly. If you can fix this error for me without me having to reinstall new OS am fine with that, but if you want me to reinstall new OS so you can do the setting from the start here is what you will setup for me. 1). Installing free ssl letencrypt 2). Name server setup 3). Basic Firewall, security and setting my RSA key file 4). Installing CWA web panel 5). Creating a swap memory 6). Changing my port and creating a new user for su root access 7). Email and other web services running such as (PHP,MYSQL,etc...) !important (PHP 7.2.10) 8). Deactivation of unused services 9). required Initial server optimization and hardening Please this are basic things i may need but if there are other thing to do so i can have my server back working as before please do. And please also make sure that all my web service is running fine, https, no 500 error and php file running on web too.
