PROOFREAD/RE-WRITE: FCC Radio Station Rulemaking Petition

We are filing a document with the US government that will hopefully encourage changes in the rules for Low Power FM radio. We have over 50 radio stations who have submitted their case studies. After reading our document you'll hopefully see why. Why it needs is a real writers touch. Someone who can much better illustrate our plight and help us convince the FCC (Federal Communications Commission) to enable relief to the smallest FM radio broadcasters on the US radio dial. Here is what we want changed: 1- LPFMs (Low Power FM Radio Stations) should be able to broadcast commercials in order to support themselves and; further, to gain access to important radio programming that will serve our audience best in an emergency. 2- LPFMs can currently get "bumped off the air" by bigger FM radio stations if they want our dial position. Sometimes this is done to eliminate competition. It's wrong and it's a rule that should be changed. LPFM is currently a secondary service at the FCC. It should become a primary service. 3- LPFMs should be able to raise their power to exactly the same levels as FM translators. these are the FM stations that only rebroadcast either another FM station, an AM station or a digital FM station. Currently, at just 100 watts of power, we are mandated to be located within 10 miles of our transmitter by our FCC license- yet these stations are not... and they have 250 watts. 2 1/2 times our power. We recognize it's a complicated subject. Much of our success will be in your ability to grasp this subject and creatively write/improve on a document that will add showmanship, drama and emotion to the task. Can you learn this subject quickly? Can you proofread our already 260 page document (110 pages are appendixes and case studies and not in need of much of your work) If we're successful, you might be a big part of history. The Low Power FM Advocacy Group (LPFM-AG) is nonprofit and is on a very strict budget. LPFM-AG is EOE. We have $100 total in this project. We need it done fairly quickly as well.
