build a RPG game

The Game will have similar dynamics to RuneScape (graphics, map, characters, bags, ect) But will be a RPG (role playing game) There only has to be eight hours of payable content, but there is no level system. The player is to choose a quest and complete it to their best of their ability. There will be five towns with multiple number of quests in each, all different, all having different time to completion and rewards. This game will have a randomised changing environment, users will not always have the same experience, if that is the environment / map changing, towns disappearing, change in computer generated people moving differently or being somewhere else. The game must have interactive content (blocks, gates, doors, ect) The game must track the users decision and walking path and computer generated people they talk to and the quest they choose . Give all information to the company (me). The individual will have randomised skills put onto them, increase speed, increase strength, invisibility ect The character will run on health and stamina. We need a budget from the graphics, coding, its open platform on the internet, its ability to analysis all player movements. The user can play once an email has been sent with a username and password of the company choice is sent and they have 8 hours of gameplay but one week to complete the eight hours and then all content is saved and sent to the company (me) for analysis. They will not be able to log back on. But I need a rather big map with a lot of missions / quests and stores with items, animals in the game, dungeons, libraries to read ect. The map has to experience randomise changes to the people, the animals, the towns ect.
